California insurance coverage commissioner provides members to CAARP advisory committee
California Insurance Commissioner Ricardo Lara has announced several appointments to the Advisory Committee of the California Automobile Assigned Risk Plan (CAARP).
California State legislature created CAARP to provide auto insurance to motorists who are unable to obtain coverage in the private market due to their driving records or other exceptional circumstances.

Meanwhile, the main role of the committee within CAARP is to expand auto insurance coverage for California consumers by providing policy advice and expertise on the activities of CAARP.
Appointed to the committee are Bernardo de la Torre, owner of the Bernardo de la Torre law firm in La Mirada; Cynthia Strathmann, managing director of the non-profit organization Strategic Actions for a Just Economy (SAJE); Doug Heller, who currently serves as an insurance consultant for the Consumer Federation of America and the Consumer Federation of California; and Kelly Browning, executive director of Impact Teen Drivers based in Sacramento.
“Protecting California consumers is a top priority for the Department of Insurance,” Lara said. “My recent board memberships share my commitment to consumer protection and maintaining a competitive insurance industry. I am delighted that they are bringing their experience and expertise to the service of some of the most vulnerable consumers in the state. “
The next committee meeting will take place on November 17, 2021.
